Yes — Greenhouse and Lever, for example, both read PDF résumés. What matters is how the PDF was made: one exported from Word or Google Docs has real text; a scan or a picture of a CV doesn’t, and can’t be read.

What the systems’ makers say breaks parsing: text that can’t be highlighted, letters with spaces between them, files over 2.5 MB, graphics and photos, tables, headers and footers holding your name and contact details, columns, and résumés without clear sections. Fonts are checked too, so the file looks the same on the recruiter’s screen.
